التصويت اليوم في جنيف على مشروع قرار اممي جديد بشأن اليمن تحت البند العاشر، والرابطة تعتبر اعتماد هذا القرار انتصاراً للمجموعة العربية والحكومة اليمنية والرابطة وشركائها الحقوقيين .

أعلنت رابطة معونه لحقوق الإنسان والهجرة (AMHRI)، عن حصولها على النسخة الرسمية الأخيرة من مشروع القرار A/HRC/60/L.26 المتعلق بتقديم المساعدة التقنية إلى اليمن وبناء قدراته في مجال حقوق الإنسان، تحت البند العاشر والذي سيُعرض للتصويت غداً الأربعاء 8 أكتوبر 2025 في ختام الدورة الستين لمجلس حقوق الإنسان بجنيف.

وأكدت منظمات رابطة معونه لحقوق الإنسان والهجرة (AMHRI) بالشراكة مع الشبكة اليمنية للحقوق والحريات (YNHR) أن هذا المشروع الذي تقدمت به الجزائر باسم المجموعة العربية في جنيف ، يمثل انتصاراً للدبلوماسية العربية واليمنية ولكل الجهود الحقوقية الوطنية التي شاركت طوال الشهر الماضي في المداولات والجلسات ضمن أعمال الدورة، وفي مقدمتها رابطة معونه ومركز جنيف الدولي للعدالة والشبكة اليمنية للحقوق والحريات، التي طالبت جميعها بضرورة الحفاظ على وطنية آلية التحقيق في الانتهاكات داخل اليمن ورفض محاولات تدويل الملف اليمني أو استغلاله سياسياً كما سعت اليه عدد من الدول وبعض من المنظمات الحقوقية اليمنية (المسيسة) .

وأضاف البيان أن اعتماد القرار تحت البند العاشر (المساعدة التقنية وبناء القدرات) يؤكد احترام المجتمع الدولي لسيادة اليمن ووحدته واستقلال قراره الوطني، ويُعد هزيمة واضحة لتلك المنظمات اليمنية والدول التي سعت إلى إعادة اليمن للبند الثاني، في محاولة لاستغلال قضايا ومعاناة اليمنيين في مساومات سياسية دولية وتمويلية.

دعوة إلى المحاسبة والعدالة في جرائم العنف ضد النساء والأطفال

وأشارت المنظمات إلى أن الفقرة التاسعة من مشروع القرار نصت صراحة على ضرورة محاسبة المسؤولين عن جرائم العنف الجنسي والانتهاكات الجسيمة للقانون الدولي الإنساني، ودعت الحكومة اليمنية إلى الالتزام الفوري بهذا البند دون تأخير، وخصوصاً في قضية اغتيال الشهيدة أفتِهان المشهري وغيرها من الجرائم والانتهاكات الجسيمة التي طالت النساء والأطفال والمدنيين في تعز ومأرب ومختلف المحافظات.

وأكدت أن تنفيذ هذا البند سيكون اختباراً حقيقياً لالتزام الحكومة اليمنية بالعدالة وسيادة القانون، ودعتها إلى اعادة تشكيل آلية وطنية شفافة لمتابعة التحقيق والمساءلة في جميع الجرائم ضد المدنيين والنساء والأطفال بشكل خاص .

🔹 موقف المنظمات

أكدت رابطة معونه والشبكة اليمنية للحقوق والحريات أن التصويت المرتقب غداً في مجلس حقوق الإنسان سيمثل محطة مفصلية في مسار الدفاع عن السردية الوطنية لحقوق الإنسان في اليمن، ورسالة واضحة بأن صوت المنظمات الوطنية والدولية المستقلة لا يمكن مصادرته أو المتاجرة به في الأسواق السياسية الدولية.

وجددت المنظمات التزامها بمواصلة التعاون مع الحكومة اليمنية ومجلس حقوق الإنسان بالامم المتحدة في تنفيذ هذا القرار ومتابعة أنشطة اللجنة الوطنية للتحقيق والنائب العام اليمني في عدن ، ودعم الجهود الوطنية الرامية إلى بناء القدرات وتعزيز احترام حقوق الإنسان ضمن إطار سيادي مستقل.

🔹 Draft Resolution on Yemen Marks a Victory for the Arab Group, the Yemeni Government, and National Human Rights Partners

The Association Ma’onah for Human Rights and Immigration (AMHRI), in partnership with the Yemeni Network for Rights and Freedoms (YNHR), announced today that it has obtained the official copy of Draft Resolution A/HRC/60/L.26, titled “Technical assistance and capacity-building for Yemen in the field of human rights,” which will be presented for voting tomorrow, Wednesday, 8 October 2025, during the closing session of the 60th session of the Human Rights Council in Geneva.

The organizations stated that the draft, submitted by Algeria on behalf of the Arab Group, represents a significant victory for Arab and Yemeni diplomacy and for all national human rights advocates who have worked tirelessly throughout the past month to defend Yemen’s national ownership of human rights mechanisms — including AMHRI, and YNHR — all of whom consistently opposed international politicization and the attempt to place Yemen back under Item 2.

They emphasized that the adoption of the resolution under Item 10 (Technical Assistance and Capacity-Building) reaffirms the international community’s respect for Yemen’s sovereignty, unity, and independence, and represents a clear defeat for the organizations and states that have sought to exploit Yemen’s suffering through political manipulation and financial profiteering.

🔹 Call for Accountability and Justice for Women and Children Victims

The organizations highlighted that paragraph 9 of the draft resolution explicitly calls for holding accountable all perpetrators of sexual violence and other grave violations of international humanitarian law. They urged the Government of Yemen to take immediate and concrete measures to implement this obligation, particularly in cases such as the assassination of martyr Aftihan Al-Mashhary and other victims among women, children, and civilians across Yemen.

They stressed that accountability for crimes against women and children is an essential step toward restoring justice and credibility and called for the establishment of a national, transparent mechanism to investigate and prosecute all such crimes.

🔹 Joint Position

AMHRI, and YNHR affirmed that tomorrow’s vote at the Human Rights Council will mark a pivotal moment in defending Yemen’s national human rights narrative, sending a clear message that the voice of independent Yemeni organizations cannot be silenced or traded in international political markets.

The three organizations reiterated their joint commitment to cooperate with the Government of Yemen and the Human Rights Council in implementing the resolution, monitoring the work of the National Commission of Inquiry, and supporting efforts to build national capacity and uphold human rights within a sovereign and independent framework.
